Declaration of SVA Non-Final Demand Facility for Exclusion from BSUoS

Guidance Note

Background

In order to support implementation of approved CUSC1 Modification Proposals CMP2812 and CMP3083 Elexon implemented P3834 on 1 April 2021 and P4195 on 23 February 2023. P383 and P419 allow the aggregation of Import volumes from SVA Non-Final demand6 facilities by the SVAA7 before submission to the NETSO8 via the P0210 ‘TUoS9 Report’ data flow. This means that they can be excluded from the BSUoS10 charges due to being exempt from these charges.

The NETSO uses the P0210 TUoS Report in its calculation of BSUoS charges in accordance with the methodologies in the CUSC. The NETSO uses the information in the P0210 to exclude SVA Non-Final Demand Facility Imports from its calculation of BSUoS demand charges.

Once a SVA Non-Final Demand Facility is successfully declared, the SVAA collects metered data from the SVA Non-Final Demand Facility’s MSIDs11 and aggregates the Imports with other SVA Non-Final Demand Facility’s Imports and reports these in the P0210 to the NETSO, alongside Supplier BM Units’ overall ‘corrected’12 and actual gross HH metered volumes. This allows the NETSO to calculate BSUoS excluding SVA Non-Final Demand Facilities Imports. In order for the SVAA to report the Imports to SVA Non-Final Demand Facilities in the P0210, SVA Non-Final Demand Facility Operators, via their Supplier(s), must register all the associated Import and Export SVA MSIDs in the SVA Non-Final Demand Declaration with the SVAA.

The SVAA will check the details of the SVA Non-Final Demand Facility at first registration. The SVAA and BSCCo will carry out monthly checks on submitted SVA Non-Final Demand Declarations to ensure the SVA Non-Final Demand Facility continues to operate accordingly to provide assurance that only SVA Non-Final Demand Facilities are excluded from BSUoS. Any SVA Non-Final Demand Facility that fails these checks will have its SVA Non-Final Demand Declaration withdrawn by SVAA. It will no longer have its Imports reported in the P0210 and will become the subject BSUoS charges again.

An SVA Non-Final Demand Facility can be declared as such by a Supplier for the purpose of exclusion of the SVA Non-Final Demand Facility from BSUoS. It can concurrently be registered by a Virtual Lead Party for the purpose of providing Balancing Services and / or be used to provide Non-BM Applicable Balancing Services to the NETSO.

0.1 CVA Non-Final Demand Facilities

The processes introduced by P383 and P419 do not include Non-Final Demand Facilities with MSIDs registered for CVA13, These CVA Non-Final Demand Facilities are registered directly with the NETSO as these facilities have dedicated BM Units. The NETSO receives BM Unit specific metered data for CVA Non-Final Demand Facilities. Therefore NETSO is able to correct the calculation of BSUoS charges for CVA Non-Final Demand Facilities within its own systems.

0.2 BSUoS Settlement by the NETSO

We understand that the NETSO Settles BSUoS at SF14 and RF15. Therefore, although BSCCo sends the P0210 TUoS Report (containing the MSIDs that should be excluded for the purposes of calculating BSUoS) to the NETSO for every Settlement Run, under the CUSC, we understand that the NETSO only reconcile (and pay) twice (once at SF, then only again at RF).

What Assets can I register as an SVA Non-Final Demand Facility?

The Assets that you can register are ones that meet the definition of an SVA registered Non-Final Demand Facility under the CUSC.

The CUSC defines a Non-Final Demand Facility as an Electrical Storage Facility, an Electricity Generation Facility, a combined Electrical Generation and Storage Facility or an Eligible Services Facility.

    • An Electricity Storage Facility is a facility that performs Electricity Storage as its sole function.

    • An Electricity Generation Facility is a facility where Electricity Generation occurs as its sole function.

    • A combined Electrical Generation and Storage Facility is a facility that performs both Electrical Generation and Electrical Storage as its only functions.

    • An Eligible Services Facility is a facility that provides any Balancing Service or Ancillary Service which imports or exports Reactive Energy but does not result in the production or export of any Active Power to the Transmission System.

In addition to the above, an SVA Non-Final Demand Facility

    1. Is operated by a Non-Final Demand Facility Operator

    2. For an Electricity Storage Facility the Non-Final Demand Facility Operator holds a Generation Licence;

    3. Has its Imports and Exports, measured only by Half Hourly Metering Systems which are registered in the Supplier Meter Registration Service (SMRS) as part of a Supplier BM Unit, and where those Half Hourly Metering Systems only measure activities necessary for performing Electricity Non-Final Demand; and

    4. Is the subject of a valid Declaration.

The Declaration referred to in ‘iv’ is the one that you are applying for here.

Electricity SVA Non-Final Demand Facilities that are co-located with other forms of generations, e.g. Photo Voltaic (PV) cells or hydro power, or final demand, e.g. a home of office, and where those other activities share the same MSIDs as the SVA Non-Final Demand Facility do not qualify as SVA Non-Final Demand Facilities. This is because the Imports and Exports measured by the MSIDs are measuring activities that are not Electricity Non-Final Demand and therefore do not comply with (iii) in the CUSC definition of a Non-Final Demand Facility.

How do I submit an SVA Non-Final Demand Declaration?

    • The SVA Non-Final Demand Facility Operator can submit SVA Non-Final Demand Declaration details using an on-line web form via the BSC Website. This is completed with the assistance from the Supplier as appropriate. Once submitted by the SVA Non-Final Demand Facility Operator, it is sent to the Supplier for them to complete their information and authorise via the Self-Service Gateway (Elexon Kinnect Customer Solution).

      • Where the Metering Systems at an SVA Non-Final Demand Facility are registered by more than one Supplier, the SVA Non-Final Demand Facility Operator can submit a SVA Non-Final Demand Declaration document via the on-line SVA Non-Final Demand Declaration website form for each Supplier by using the submit and clone option. This will replicate the details entered for the Facility and allow the SVA Non-Final Demand Facility Operator to enter the details for the other Supplier. Once submitted this would send a SVA Non-Final Demand Declaration to each of the Suppliers in the Self-Service Gateway (Elexon Kinnect Customer Solution) for them to approve.

    • The Supplier can submit SVA Non-Final Demand Declaration details on behalf of SVA Non-Final Demand Facility Operator using Self-Service Gateway (Elexon Kinnect Customer Solution). Please note that only Category A Supplier Authorised Signatories can submit an SVA Non-Final Demand Declaration. Other members of the organisation can be registered as Assistants in the Self-Service Gateway (Elexon Kinnect Customer Solution) and can fill out the SVA Non-Final Demand Declaration form, save it as draft and send it to a Category A Authorised Signatory to submit.

    • SVA Non-Final Demand Facility Operators via their Suppliers can submit a SVA Non-Final Demand Declaration Form (F602/01) via e-mail. The SVA Non-Final Demand Facility Operator needs to complete sections B, C and D of form 602/01 (with assistance from the Supplier as appropriate) and send this to the Supplier who will add their authorisation details16 in part A and send it onto the SVAA (bscservicedesk@cgi.com).

Where MSIDs for an SVA Non-Final Demand Facility are registered by different Suppliers, each Supplier must submit the SVA Non-Final Demand Declaration for its MSIDs. All SVA Non-Final Demand Declaration Documents related to that SVA Non-Final Demand Facility must be submitted within 5 Working Days of the first SVA Non-Final Demand Declaration being submitted otherwise they will be rejected.

Note that the Effective From Date (EFD) of a SVA Non-Final Demand Declaration Document or MSID is midnight at the start of that day.

Change of MSID, Change of Supplier or Change of Agent

On a Change of MSID, Change of Supplier or Change of Agent, a new SVA Non-Final Demand Declaration Document needs to be submitted with a new EFD. The previous SVA Non-Final Demand Declaration will be end dated by the system with an Effective To Date (ETD) of the day before the new EFD.

Where MSIDs for an SVA Non-Final Demand Facility are registered by different Suppliers, each Supplier must submit the SVA Non-Final Demand Declaration Document for its MSIDs for a Change of MSID or Change of Supplier. All SVA Non-Final Demand Declaration Documents related to that SVA Non-Final Demand Facility must be submitted within 5 Working Days of the first SVA Non-Final Demand Declaration being submitted otherwise they will be rejected.

SVA Non-Final Demand Facility Operator(s) can initiate these processes via the BSC Website. Supplier(s) can initiate these processes using the Self-Service Gateway (Elexon Kinnect Customer Solution). The SVA Non-Final Demand Declaration form BSCP602/01 can only be used if the Self-Service Gateway (Elexon Kinnect Customer Solution) is unavailable.

Change of MSID in SVA Non-Final Demand Declarations

If you wish to add an MSID, you need to submit a new SVA Non-Final Demand Declaration containing the original and new MSIDs. The SVA Non-Final Demand Facility EFD and new MSIDs EFDs in the SVA Non-Final Demand Declaration will be recorded in SVAA with that EFD. Existing MSIDs are end dated against the original SVA Non-Final Demand Declaration at EFD-1 and opened again on the EFD so effectively continue as if no new SVA Non-Final Demand Declaration was submitted.

If you wish to remove an MSID, you need to submit a new SVA Non-Final Demand Declaration just containing the new MSIDs. You do not need to end date the MSID being removed. The SVA Non-Final Demand Facility EFD and new MSIDs EFDs in the SVA Non-Final Demand Declaration will be recorded in SVAA with that EFD. Existing MSIDs are end dated against the original SVA Non-Final Demand Declaration at EFD-1 and opened again on the EFD so effectively continue as if no new SVA Non-Final Demand Declaration was submitted. The MSID being removed is end dated at EFD-1 by the system.

If there is more than one Supplier registered to the SVA Non-Final Demand Facility, all the Suppliers need to submit a new SVA Non-Final Demand Declaration, even if one of the SVA Non-Final Demand Declarations has no changes from the original version.

0.1 Change of Supplier SVA Non-Final Demand Declaration

If you wish to Change Supplier, you need to submit a new SVA Non-Final Demand Declaration containing all the MSIDs. The SVA Non-Final Demand Facility EFD and MSIDs EFDs in SVA Non-Final Demand Declaration will be recorded in SVAA with that EFD. The old Supplier’s SVA Non-Final Demand Declaration is end dated at EFD-1.

If you are Changing Agent concurrently with changing Supplier, you can include this on the same form.

If there is more than one Supplier registered to the SVA Non-Final Demand Facility, all the Suppliers need to submit a new SVA Non-Final Demand Declaration, even if one of the SVA Non-Final Demand Declarations has no changes from the original version.

0.2 Change of Agent SVA Non-Final Demand Declaration

If you wish to Change Agent, you need to submit a new SVA Non-Final Demand Declaration containing all the MSIDs. The SVA Non-Final Demand Facility EFD and MSIDs EFDs in SVA Non-Final Demand Declaration will be recorded in SVAA with that EFD. The old Agent’s SVA Non-Final Demand Declaration is end dated at EFD-1.

If there is more than one Supplier registered to the SVA Non-Final Demand Facility, only the Supplier changing Half Hourly Data Aggregator (HHDA) needs to submit a new SVA Non-Final Demand Declaration.

Withdraw SVA Non-Final Demand Declaration

SVA Non-Final Demand Facility Operator(s) can initiate these processes via the BSC Website. Supplier(s) can initiate these processes using the Self-Service Gateway (Elexon Kinnect Customer Solution). The SVA Non-Final Demand Declaration form BSCP602/01 can only be used if the Self-Service Gateway (Elexon Kinnect Customer Solution) is unavailable..

If you wish to withdraw an SVA Non-Final Demand Declaration, the EFD on the withdrawal will be recorded by the SVAA as the ETD of the SVA Non-Final Demand Facility for the purpose of Non-Final Demand.

If there is more than one Supplier registered to the SVA Non-Final Demand Facility, only one Supplier needs to submit the SVA Non-Final Demand Declaration document which will cause the withdrawal of that SVA Non-Final Demand Facility and all MSIDs, whether registered to that Supplier or other Suppliers.

Withdraw as SVA Non-Final Demand Facility Operator

Note that this action cannot be completed online or using the Self-Service Gateway (Elexon Kinnect Customer Solution). The form in BSCP602 must be used.

The SVA Non-Final Demand Facility Operator Withdrawal Letter contains an “as of” date which is the effective date of the withdrawal (i.e. the first day the SVA Non-Final Demand Facility Operator is no longer operating as an SVA Non-Final Demand Facility)

SVA Non-Final Demand Facilities’ ETDs will be set by the system as the day before the date in the Withdraw Operator form (i.e. last day each facility is active as an SVA Non-Final Demand Facility)

Completing the BSCP602/01 form or Self-Service Gateway (Elexon Kinnect Customer Solution) fields

A unique value (up to 80 characters) assigned by the SVA Non-Final Demand Facility Operator and used to identify a single SVA Non-Final Demand Declaration or unite multiple SVA Non-Final Demand Declarations in respect of different Suppliers, submitted in SVA Non-Final Demand Declaration Document(s) at a particular point in time for an SVA Non-Final Demand Facility.

The SVA Non-Final Demand Facility Operator should assign a new SVA Non-Final Demand Declaration Set ID when it updates a single SVA Non-Final Demand Declaration or multiple SVA Non-Final Demand Declarations for an SVA Non-Final Demand Facility, other than for SVA Non-Final Demand Declaration Type CoA, where the same Set id should be used.

Declaration Id (where known):

This is a value generated and assigned by SVAA. For new SVA Non-Final Demand Declarations, leave blank.

For CoS, CoA, CoM or withdraw, the SVA Non-Final Demand Declaration Id assigned by the SVAA on successful processing of the previous SVA Non-Final Demand Declaration. Note that this field is blank in the Self-Service Gateway (Elexon Kinnect Customer Solution).

Declaration Set Effective From Date:

The date an SVA Non-Final Demand Declaration first takes effect or the date on which a change to an existing SVA Non-Final Demand Declaration takes effect, e.g. the date on which a new Supplier is the registrant for one of the Facility’s Metering Systems.

SVA Non-Final Demand Facility Operator Participant ID

A unique, up to eight character ID chosen by the SVA Non-Final Demand Facility Operator. This cannot be the same as any other SVA Non-Final Demand Facility Operator Participant IDs. Nor can it be the same as any existing BSC Party Id unless the SVA Non-Final Demand Facility Operator and the BSC Party are the same entity.

Please check the BSC Signatories and Qualified Persons webpage to ensure that your Participant Id is not currently in use by a BSC Party. The SVA Non-Final Demand Facility Operator Participant IDs are not published but the SVAA will ask you to change your ID if it is already in use.

Non-Final Demand Facility Effective From Date:

For new SVA Non-Final Demand Declarations: The date from which the Non-Final Demand Facility should be treated as an SVA Non-Final Demand Facility.

Where updating a SVA Non-Final Demand Declaration e.g. for CoS, CoA, CoM or the withdrawal of the SVA Non-Final Demand Declaration, the Facility EFD should be the date the Facility was first declared to SVAA.

This date cannot be earlier than the submission date of the form without prior agreement from Elexon.

Non-Final Demand Facility Effective To Date:

For withdrawals: The last date that the SVA Non-Final Demand Facility should be treated as an SVA Non-Final Demand Facility.

Non-Final Demand Facility Total MSIDs Count:

The total number of Metering Systems measuring Imports to and Exports from the SVA Non-Final Demand Facility which may be registered by one or more Suppliers.

e.g. if a SVA Non-Final Demand Facility has a total of four MSIDs, two registered by one Supplier and two registered by another, the total MSID count on each Supplier’s SVA Non-Final Demand Declaration would be four but each Supplier would only provide the details relating to two MSIDs.

MSID

The unique market wide reference for a Metering System. Also known as Metering Point Administration Number (MPAN)

Import/Export Indicator

Identifies whether a Metering System is an Import Metering System or Export Metering System

GSP Group

The GSP Group within which the SVA Non-Final Demand Facility is connected (_A, _B, _C, _D, _E, _F, _G, _H, _J _K, _L, _M, _N or _P).

MSID EFD (Non-Final Demand Facility)

The date from which an MSID is associated with an SVA Non-Final Demand Facility for the purpose of this SVA Non-Final Demand Declaration process.

MSID ETD (Non-Final Demand Facility)

The date from which an MSID’s association with an SVA Non-Final Demand Facility ends for the purpose of this SVA Non-Final Demand Declaration process.

Supplier MPID

The Market Participant ID for the Supplier. The SVA Non-Final Demand Facility Operator may need to liaise with its Supplier(s) to identify the Supplier MPIDs to include in its SVA Non-Final Demand Declaration Document.

MSID Supplier EFD

The date from which an MSID is registered by a Supplier in SMRS17.

HHDA MPID

The Market Participant ID for the Half Hourly Data Aggregator appointed by a Supplier to a Metering System. The SVA Non-Final Demand Facility Operator may need to liaise with its Supplier(s) to identify the HHDA MPIDs to include in its SVA Non-Final Demand Declaration Document.

HHDA EFD

The date from which a Supplier appoints/appointed a Half Hourly Data Aggregator to a Metering System. This date should correspond with the HHDA’s EFD for the Metering System in SMRS. Note that the HHDA EFD may predate the SVA Non-Final Demand Declaration Set EFD17
